Synopsis: Allow pick and drops on locals and arguments
Description

Allow arguments and locals of a routine to be pickable so that they can be renamed via the refactoring tool.

In the case of arguments it might be interesting to allow renaming in ancestor and descendant versions of the feature.

This is not yet supported in refactoring tool, but arguments and local variables are not pickable.
